§ 36-51. Prohibited or restricted acts.

  • (a)

    It is unlawful for any junk dealer to rummage through any items placed for collection by the village's refuse collector so as to cause, permit or suffer any of such items including, but not limited to, garbage or offensive substances, to be scattered about, or to remain at the location at which they were placed for collection by the village's refuse collector.

    (b)

    It is unlawful for any junk dealer to collect, obtain, possess, rummage through or pick up any recyclable item placed for collection as part of the village's recycling program.

    (c)

    The village hereby restricts the hours during which a junk dealer may collect, obtain or procure items set out for collection by the village's refuse collector to 3:00 p.m. to 10:00 p.m.

    (d)

    All junk dealer licenses issued within the village shall contain a statement in regard to the restrictions set forth in subsections (a), (b) and (c) of this section.

    (e)

    It is unlawful for any junk dealer to purchase, collect, transport or dispose of any catalytic converter that is not attached to a motor vehicle, or any portion of a dismantled catalytic converter that is reasonably identifiable as such.
